Premise
While the crew of the Enterprise and the mayor of Sunnydale join talks to form the United Federation of Planets, a xenophobic terrorist group called Terra Prime tries to throw all aliens out of the Sol system.

Review
The episodes starts off with Mr. Paxton looking after what appears to be a newborn Vulcan child. When he is satisfied that she is stable, he twirls his mustache and gives a maniacal laugh. Meanwhile, back on Earth, negotiations are proceeding to create a coalition of planets called the United Federation of Planets. The crew of the Enterprise sits on the sidelines and watch it all go down, regretting that they're not playing a more active role in this little piece of history. They surmise that if Samuels, the delegate in charge of forming the Federation, is responsible for writing the history books, the crew of the NX-01 will never be remembered. So, we can pretty much be certain that Samuels did, indeed, write the history books.

Meanwhile, after the fancy speech ends, a disheveled woman wanders into the room with a glass vial and hands it off to T'Pol before toppling over and exposing a grievous wound to her stomach. Before she passes out, she claims that the owner of the hair inside of the vial is going to be killed. So Phlox examines the hair and finds it to be a cross between Vulcan and Human. Specifically... T'Pol and Trip. This is awkward since we have never seen T'Pol pregnant...
Parents of the year.
Reed goes to speak with his covert ops contact for more information and finds that the crazy woman was part of Terra Prime, a xenophobic terrorist group that has a base in a mining colony on the moon. He surmises that Terra Prime is planning something and that, because of the child's involvement in this plan, the woman defected and was, therefore, shot to keep the silence. In short, if they can find Tri'Pol's daughter, the Enterprise can find out Terra Prime's plan.

They find out about the moon base because of some clues from the woman's autopsy and then they hurry on over to the big lump of rock in the sky. Trip and T'Pol disguise themselves as miners and infiltrate the mining colony to look for the terrorist cell. Unfortunately, Trip is found out and captured. T'Pol later joins him and they are both taken to the leader of Terra Prime, John Fredrick Paxton. He is disgusted by the idea of a United Federation of Planets and plans to return Earth to its "rightful owners" - Humans.

Meanwhile, Travis rekindles an old relationship with a girl he had left back on Earth long ago and it turns out this girl is a spy. And that's more of a storyline than Travis deserves.

And then Paxton flies the mining facility into space. HE FLIES. THE MINING FACILITY. INTO SPACE. He has made it so that the entire colony acts as a huge ship with warp engines and everything! It blasts off and Paxton runs it across the street to Mars where there is a verteron array used to direct comets to the polar regions for the purpose of terraforming the planet. Of course, Paxton has no use for such a creative use for this thing. His intentions are purely destructive. He turns that array around and points it toward the moon.

Taking control of all subspace frequencies, Paxton declares his control over the verteron array and says he won't use it again if every single non-human leaves the Sol system never to return. Meanwhile, T'Pol, Trip and their daughter are stuck on his facility ship for some reason.

Overall Thoughts
So I guess war has been abolished, but acts of terrorism are still sticking around. Or is the fact that they're on the moon and on Mars a disqualifying factor? In either case, looks like Earth still has some bad Humans to get rid of before they can declare themselves completely peaceful. Also, this episode presents more questions than answers. What does Tri'Pol's baby have anything to do with a terrorist plot? How the frak did T'Pol have a baby in the first place?? Is Travis's girlfriend going to make any difference to the plot, or will she be just as useless as Travis? Will Travis just die already?? We'll find out in part 2!
